This file works in Parthas PORTABLE version Gimp-2.7.3 i tested it.

Just follow the readme in the attached zip file.

only the gtkrc file ?
the engine and the dll are not needed ?

Nope just place the gtkrc file in the \gimp-2.7.3\.gimp-2.7 folder and start Gimp
