Black and White clipart wont colour.

I know I have seen an answer to this somewhere but forgot the answer.

I have found a PD clip-art image that I would like to use for something. I cannot colour it or do anything else, it keeps going grey. I have been able to make it Black and white by using threshhold. It is a sRGB picture with a RGB working space.
Do I need to do any thing to it before I can change it?

Double check that you have the image mode set to RGB, like Ofnuts has said.

Thanks guys. I thought it had something to do with RGB. MY picture properties said RGB but the mode was on greyscale.
