Went on a short outing to a place in my home town that I hadn't been to in years.

Yes it was windy. View over the city of Adelaide. Actually you cannot see the CBD. I am pointing towards the sea. Usually you can see the ocean on the horizon but it was all polluted air today - I tried dehazing it but it just made the photo darker

Just to bring the sky / sea out a bit try a layer mask and layers in burn mode.
