I want to resize a clock dial. I have tried but I can find the way to have the dial retain a perfect circle. Please help.

If you're using either the Scale Tool,
or Scale Image for scaling.
Be sure that the chain,
next to Width and Height is connected.

This option will constrain the scaling of the Height/Width ratio.
Keeping it constant.
Note the linking chain in both dialog's.
