scm files go to
/home/USERNAME/.config/GIMP/2.10/scripts
for normal installations.

You don't put such stuff into /etc. There is a reason that you normally don't have permissions on that directory.

AFAIK, I don't think, maybe because the script is a Scheme (.scm), I saw and have python scripts with preview, though, but I never seen a scm with preview
