There are some interesting and endless variations we can use.
In post #23, the Yafu showed 8 variations.

I do not have GIMPressionist, then experimented with G'MIC.
Duplicated the layer that applies the filters (noise / texture)
At the bottom, I used Blur [linear] and above used textured glass (both normal mode).

difficult to select only the sky, to blur it
personally, I'm not able to do it

To help select the sky, give Colors | Threshold a try.
Below I used a basic rectangular selection on the upper part of the image and default Threshold settings. You can 'Subtract' the trees and mountain part from the rectangular selection using the Free Select Tool before you run Threshold. This Subtract selection does not need to be perfect and keep in mind the sky is showing through the trees. Check the colorful third picture in post #64 as an example where the sky shows through. Import that image as a layer and use it as a guide for your threshold selection. After running Threshold use Select by Color.

Other of my photos. ;). I corrected the original one, rotting it, and then enhanced it. Finally I applied a gradient and changed the layer mode.

I used the gradient "stripped spectrum" for the colored stripes and the filter Gradient Flare - Distant_Sun for the flare bottom right
