Is "Resolution" the primary parameter of determining the quality of the image?

For example, given that I have two original images taken from two different mobile devices, how can I tell which one image has better quality in addition to wild guessing by naked eyes?

I would load up both images and compare them by viewing at 100% and look the same areas (subject) of the image to compare them.

Generally the one will higher-resolution will look better when you zoom so that they're the same size because the higher-resolution will have more details.

Depends on your definition of "quality" but if quality is "looks good" then a trained eye is a fairly good measurement tool, once you have set them side by side so that the same object is about the same number of screen pixels on both.
