This is an older photo. Looks to be scanned from a photo too. My mother, sisters and their mother. I would like to be able give it to her for Christmas in a better state than it is now. Can anyone make it clearer? I have tried but cannot get rid of all the noise.

The noise is not so much the issue as the blur. A lot of the texture that makes up the faces is just plain missing. Trying to sharpen it brings out the noise more but it in some cases completely wipes out the faces.

Thanks ek22. Yes I tried sharpening too and got pits in their faces. I may be hoping against hope that someone is able to do something impossible.

The faces are too blurry to be recoverable IMHO.

Using NeatImage to clean then noise, and then Unsharp Mask. But as others have said, the faces are too blurry to be recovered. Do you have higher resolution?
