Try downloading it again. I had the same issues on same system

version (now corrected)
1 Download a fresh version of G'mic
2 go into your user plugins and zip the entire contents, leave them there for
now.
3 Delete all of the contents of the user plugins folder except for the zip
file you made (you may need a file later).
4 If your G'mic is an executable then run it, otherwise you need to manually
copy the files (not copy-to) and paste them into the user plugins folder.
5 re-install GIMP without un-installing it.
6 Run GIMP and you should have G'mic.
*** The reason for the above is that Security will not allow the DLL files to
be replaced when you re-install. if there is an errant one then it needs to
be removed and replaced.
Dont forget to refresh the filters ONLINE and OFFLINE.
If it all goes well, delete the zip file.
