Oh dear,
Remember your gimp profile is a hidden folder and you need to enable hidden in your file manager.
Also ~/.gimp-2.8/plug-ins is in your home directory and is owned by you with read/write permissions.
If you can not copy there with whatever file manager you are using then you have a big problem.
Did you possibly install the existing version either from your package manager (synaptic or maybe gdebi or ...) or maybe using the gmic deb package? where you have to be root?
