I have ported the original "Layer via Copy/Cut" plugin for GIMP 3. Please place it in your `%APPDATA%\GIMP\3.x\plug-ins\` directory.
e.g., `%APPDATA%\GIMP\3.0\plug-ins\` or `%APPDATA%\GIMP\3.2\plug-ins\`
