Most of that seems to be the missing icons bug. Get the latest update from gimp.org

Which deals with cursor lag.
I pulled the replacement files from versions (32/64 bit) of Gimp 2.8.10 in VM's and zipped them up for another forum.

Same other forum, Ofnuts reported a quick fix. Disable the canvas rulers. Worth a try. Do all this and you will be as up-to-date as windows ever is.
