Does it matter if a small (thumbnail) logo has the same ppi as the bigger one (Large banner).
I need to fix up a logo and was wondering if I can make the biggest one first then just resize it smaller a couple of times.
I have never had problems before and haven't worried about the ppi either but this one may be used for printing on material and outdoor material as well...oh it is text and graphics - I only have to fix the text up.

Going from big to small is much easier than small to big Sallyanne. There may be aliasing issues still. A trick I like using is to blur by radius that's the inverse of the size you want to be. In other words, if you want to shrink an image to 1/3 the original size, you blur with radius of 3 (small blur but it will work) and then downsize. Afterwards, you apply sharpening to taste. This process helps reduce aliasing issues. Even the rule of thumb I came up with has some room for tweaking so play with the amount; don't over blur.
