Totally disagree with that. Gimp is not all-things-to-all-mankind. The more complexity, the greater the difficulty in maintaining the code. Remember it is kept up-to-date by enthusiasts & volunteers.
There is already an animation plugin, GAP that AFAIK is not maintained but might be worth a look at. Then there are video editors that are starting to incorporate gmic code. Still very limited at the moment.
