We have a Resources forum as well as tutorials. (If the tutorials were done a while ago they would have been done in earlier versions of gimp and have to be changed accordingly) Only a few plugins have been made for vs 3 yet. If you are after 2.10 ones most of them should work with that unless specified for 3.
