I'm hardly an expert gif maker,
but thanks for thinking as much.

It seems to me that you used the
"Fluttering Flag" animation script.
if I remember correctly,
it was created sometime back in the early 2000s.
It will produce a somewhat smooth GIF by leaving the layers at the default setting,
or keep the layers under 14 or even perhaps only 12 layers at the most.
