Why can I not scale a specific jpg-picture (I can scale other jpg-pictures). I guess I need to do something with the picture first???

What is your goal?

To resize an image in GIMP 2.10, go to Image (main toolbar) > Scale Image,
enter your desired dimensions, and click "Scale." Ensure the chain link icon is locked to maintain the aspect ratio.

If this doesn't work, post your steps that you are doing. From loading your image to resizing it.

It is the desired dimensions I can not change. I upload a screenshot of it now! (I want the dimensions to be a little different) And it works with other jpg-pictures. So it is this specific jpg-picture I can not scale/change the image size :gaah

I can not reproduce that at all. Maybe post the jpeg image for an inspection of properties.
One thing that might be a MacOS thing. The gimp title bar is greyed out as if Gimp is not-in-focus

Not able to do that with Gimp 2.10.38 (linux)

Edit: Not that :) My linux does the same - title bar muted, just not very noticeable with my theme

Here are a few common reasons I can think of.
For why an image won’t scale in GIMP 2.10:

    • Scaling the layer instead of the image
    • Layer or size lock enabled
    • Forgot to click the final “Scale” button
    • “Transform: Selection” is active instead of Layer
    • Layer is outside the canvas
    • Floating selection not anchored
    • macOS display glitch
    • Corrupted GIMP preferences

Your image is 9MB, what speed is your computer, could it be, it's
just taking a little more time for some reason?

Its funny someone posted this. I have made hundreds of images with Gimp and have resized thousands of images and after stepping away for a couple years, I came back and remember how to do a lot of functions but I couldnt remember how to resize just the image. I thought there is a way to resize the floating image? I remember cutting the image and then resizing it. I will go try again
