I use the plugin "Change menu & icons.py" without any problem in several versions of Gimp but in the portable version of samj "Gimp_3.0.2_Portable_clang", the plugin does not appear in the Menu/Windows nor with Help/Search and Run a command.

Is the python filter written for 3.0?

Plug-ins for GIMP 2.10 don't work in GIMP 3.x.

As previous posts, your Gimp 2.10 scripts and plugins do not work.

For this one in particular, you can get the same from Gimp 3.0 Edit -> Preferences -> Interface -> Theme
