Operating System: Windows
OS Version: Windows 11
GIMP Experience: Basic Level

Anyone able to assist helping me to understand how to create this look?
For example, I can't figure out how to make the 'lightest blue' streaks.
Also, not sure how to make the jagged rough red stripes.
I am hoping to make this an overall livery for my iracing car. Any assistance appreciated.

A light blue circle with a motion blur would probably work for the blue neon streaks.
As for the red stripes, possibly using curve bend on light to dark red gradient filled rectangles that are slightly rotated.
