Here's what I've tried:

1. Uninstalling GIMP and installing the latest version (3.2.4)
2. Selected a layer group (Turn Off Before Exporting TGA) and went to Layer -> Layer Boundary Size. I made sure the values were correct (Width: 2048, Height 2048, Offset X: 0 and Offset Y: 0)
3. Selected another layer group (Paintable Area) and did the same thing. The purpose being to make sure both of the layers were exactly on top of one another as well as directly over the base canvas.
4. I've restored from several backups made over the last days, which were working at the time the backup was made. When restored the same problem occurs. It sure feels like this is a GIMP setting problem and not a project file problem.
5. From reading as much as I could before bothering you guys/gals I also heard of this concept of GIMP "failing silently" ... wtf does that mean?

Sometimes bucket fill works ... sometimes it doesn't ... this is infuriating and a huge waster of my time. Please help. Thanks in advance

UPDATE:
It happens as soon as I drop any .png onto the Layer Group "Paintable Area". I'm painting an iRacing Car and the templates come in the form of an Adobe Photoshop file. After the conversion, a message pops up saying "Compatibility Notice: This PSD file contains features that are not yet fully supported in GIMP: Layer effects are not yet supported and will show up as empty layers."

I tried to attach a .zip of my .xcf file but it is 1MB too large (limit 6MB) ... darn.

For most tools as Wallace mentioned; if you have an active selection and try to do something outside of that selection your tool will not work.
Usually, if you are working with xcf's a newer version will not be compatible with a older one.
Gimp vs 3 has not many plugins as yet and I'm not sure that any photoshop stuff will not work with it yet either. Used to much earlier on. Please let me know if that is wrong.

I have never heard of 'Gimp failing silently" so looked it up for you (& also for myself).
