The BIMP 2 installer is 32 bit only. That does make it more "universal" Gimp from gimp.org will use both 32 bit and 64 bit plug-ins.
I have issues with that installer,
1) It installs in the system plugins folder rather than the Gimp user profile.
2) It puts a dependency pcre3.dll in windows\system32 folder - never a good idea. Gimp 2.10 already includes a version of that, so it is redundant.
The correct way for Gimp 2.10 is
plugin and dependencies in their own folder, then that in the user plugins folder. See gimp_gmic installer for how it should be done.

Using a pure 64 bit Gimp such as Partha's version? You need a 64 bit BIMP and AFAIK the only one is from samj and that is the previous version, BIMP 1.18
