This script works in gimp 2.10.10 Windows 10 64 Bit. It should work on all platforms.

I tested it on an image. Once it's installed it is located under Layer.. there you have 2 options... Layer via Cut and Layer via Copy. In order for this plugin to work, a selection on the image is needed.

This was a good plugin I used it often. And still is but I'm using the built-in feature.
Edit, copy. Edit, paste as new layer in place. Create a shortcut and there you have it.

I still use the good ole edit, copy, edit, paste method but I think this plug in cuts through all that and makes what you're working on just a tiny bit faster
