I am trying to find someone to write a custom GIMP script to automatically recolor image layers and create new jpg files. Is it OK to post my job description and request cost estimates on this board? If not, can you recommend a location to find GIMP scripting programmers?

You are allowed to request a script. We have a lot of good script writing members in this forum and they do so at their own leisure, and pleasure, but not for profit.
This is not a profit making forum , so the second part of your question, the answer is no.

I already posted in response to your other thread. I would suggest looking at sites like http://www.freelancer.com/ http://www.vworker.com or one of many other small project code for hire sites.
