I think we are using the same version of Windows so I cannot see why this does not add a scroll bar to plug-in dialogs ending in the .py file extension (not those ending with the .scm file extension).

The version of gimp 2.10.6 I use is the one downloaded directly from gimp.org.

The answers to your request for more information:

Q1: The replacement gimpfu file download is there in post #8.

Q2: I have successfully used this with each version of Gimp 2.10 placing it in this location:

C:\Program Files\GIMP 2\32\lib\gimp\2.0\python

If that location does not exist for you (or there are no original gimpfu files in that location) do a search in Windows File Explorer for gimpfu to find out where it is and use that one. If there are multiple locations (within Gimp) then you have no option but to try replacing each one (one at a time) to find out which one works for you.

For scrollable .py dialog boxes you need a gimpfu py plug in added to your system files (works better there than in user profile). Remember that this must be placed in the PYTHON folder, not the plug in folder

C:\Program Files\GIMP 2.0\32\lib\gimp\2.0\python

For long .scm dialog boxes, a scriptfu file is needed. This should be placed in the system plug-ins folder. It is a folder with 2 files, just put the whole folder in the plug-ins folder.
C:\Program Files\GIMP 2.0\32\lib\gimp\2.0\plug-ins



The pathway to the python and plug in folders for the system may vary somewhat if you are using a different version of GIMP.
