Can't seem to get anywhere with this picture. All I get are blocks and I don't know what or where i'm supposed to go with this.

I guess there is a need of a NASA expert to get out something reasonable...

So there's no way to get anything out of this? That's what I'm looking for is an expert, I'm trying everything I can.

It can be lightened up, yes, but you'll need a photo with more detail than that. Too small, and too dark. I doubt the best photo expert on the planet could do anything with a photo such as that:

You may have better luck trying to enhance the video than a snapshot from the video.

danx: what wallace said. it's easier to get anything good out of the actual video. i've downloaded the image though and will give it a try. but if it's the completely blacked out car's license plates this image just doesn't have enough information to reconstruct them!
edit: oh dear, i didn't realise the image was that small! not even enough information to get anything out of the lit up car's license plates.

Good point Wallace, even a few second of the video clip would have way more information to work with.
