Rod, in my 2.9.6 there is no Gegl Mosaic

Look under "Filters>Distort>Mosaic"

I am using the GIMP-2.9.6 64 bit Windows executable installer file directly from Gimp.org downloads.

Yes, there is, but I wanted to use GEGL operation like you did

edit: oh, I see it's there, in the usual menu, but it makes use of Gegl

See the G next to the filter name? It is a GEGL filter now.
