An "MSI" file is a Windows Installer File.
It's also associated with Microsoft Corporation and the Windows operating system.
It works similarly to an EXE file,
in that it is responsible for installing programs.

The "EXE" is short for "executable,"
Executable files can install an application,
or run an application that is already installed on your computer,
and they are primarily associated with Microsoft Corp.

Basically there isn't much of a difference,
when it come to installing an application.

I would go with the EXE file.

If anyone is interested Nick of Logos by Nick on YouTube has updated the icons for inkscape. This works for 92.4. Check them out here: https://logosbynick.com/new-inkscape-icons-2019/ (look for the 2019 zip file.)
