Above used version 2 of plug-in.

I don't know what to call it other than simplify because it reduces to specified number of colors and does a simpler vectorized version of image.

For me it's Pseudo-Trace (potrace).
Pseudo - because there are no paths (but maybe you can add as options?)

Nice job, thank you! This is cool for pop art images.
Created newsprint halftone from cartoonized bw version of the same original that was used for simplify and pasted it over the result, soft light blending mode.
