Here is an image that I used a blue filter on my Camera to change the hazy overcast look, just playing around with it.
I wanted some form of black and white tone image. I decided to go with a Sepia tone.
This is my second image I created with Gimp 3, no plug-ins were used in making of this image.
Feel free to use this image and try it out and post what you see in this image.

Gimp 3
1. Open > lighthouse-gimp-website 1.jpg
2. Next, go to Layer > Duplicate Layers (Shift + Ctrl + D)
3. Now, change the blending mode to > HSL Color and the "Opacity to 50%" in the Layers Pallet
4. Then Colors > Invert
5. Next, go to Layer again > Merge Down.
6. Repeat steps 2 through 5 again.

Note:
This is how you change a color Image into a gray scale only using blending Modes.
Your probability thinking why not just used the desaturation option in Gimp. Will....
Now depending on your software, you are using, gray scaling a colored image can very slightly.
Because True Gray scaling uses each Red, Green, Blue, channels equally (.333 X R, .333 X G, B X .333)
Most 1 click gray scaling feature in software will change the values in the process in some way, they will
either take away from the blue channel and add that value to the red and green, because it is more
pleasing to the eye. And the same is said for true white light, you need equal amount of all 3 channels
to get a white light. Otherwise, you get a tinted light source. Okay moving on...

7. Now, go to Colors > Levels >Adjust the 3 inputs for, Black:23 - Champ input: 1 - White: 186, Click OK
8. Next, Go to Layer > create New Layer > Change Layer Name to: Sepia Color, Blending Mode to: HSL Color,
Fill With: White, click OK
9. Next Click on your Foreground Color Swatch > Change the HTML Notation to: 704214 (Sepia), Press Enter and then Ok
10. Now, select the Bucket Fill Tool (Shift + B), and click anywhere on your image to fill change the color of your image
11. Next, go to Layer again > Merge Down.

Now you have a very close looking sepia tone image.

In my Image, I create a lower level for the border masking I used and gave it a texture. The frame itself was total
creating in Gimp with no special plug-ins. I did add a shadow to the Frame to make it look a little 3d-ish.
